Cape Fear Volunteer Center assisted in organizing and continued to play a key role in New Hanover County Citizen Corps Council.

Citizen Corps Council is an organization of all governmental agencies, non-profit agencies and others that have a role to play in natural or manmade disasters. Since the Cape Fear Volunteer Center historically has been in charge of manning the Volunteer Reception Center participation in this group has been a key component of its job. The Volunteer Center does the following in preparation for an emergency:
- Volunteer Recruitment for Hurricane Season
- Volunteer Training for Reception Center for during an emergency
- Volunteer Phone Training
- Database Development and Maintenance of Disaster Volunteers
Consequently the Volunteer Center applied for and received the Homeland Security Grant 2004, and Continuation Grant 2005 focuses of the grant have been increased Hispanic and faith based participation on Citizen Corps Council, increased awareness of the Special Needs Database, rejuvenation of DOVIA, creation of and maintenance of the Emergency Volunteers Database and education of the Hispanic population on preparation for hurricane season
